Implementing Skills-Based Hiring Assessments per OPM’s Merit Hiring Plan

While implementing federal hiring assessments has been a governmentwide initiative since EO 13932 issued in 2020, OPM’s Merit Hiring Plan asks agencies to end the use of self-reported assessments for rating and ranking by September 30, 2025.
